Unit Leader Award Nominations Due

Volunteer Training, Leadership, and Service Awards

The district is now soliciting applications and nominations for the various training, leadership and service awards listed below to be presented at the annual Council/District Dinner in June.

All Scout leaders are encouraged to submit their completed Progress Records for any training awards that they have completed and their nominations for any of the Service or Merit Awards.

Completed forms for any of the awards listed below should be either dropped off to or emailed to the
Council Service Center by APRIL 2.

Unit Leader Training and Leadership Awards

The District Dinner is the perfect time to recognize anyone who has earned a training award
(Den Leader or Unit Leader Training Award) or leadership award (Scouter's Key) in the past year.

Unit Leader Award of Merit

Is your unit leader (Cubmaster, Scoumaster or Crew Advisor) an Outstanding Leader? Then your committee should nominate him or her for the Unit Leader Award of Merit.

District Award of Merit

The District Award of Merit is the highest honor which a district can present to a volunteer.

Nominees should be a registered Scouter who has given outstanding service to Scouting on the district level.
A nominee must have rendered noteworthy service to youth in Scouting, outside Scouting, or both. The nature and value of “noteworthy service to youth” may consist of a single plan or decisions that contributed vitally to the lives of large numbers of youth or it may have been given to a small group over an extended period of time.

Selection of the District Award of merit recipients is made by a temporary special District Award of Merit committee, which is appointed annually by the District Chair. Scouters may not nominate themselves and nominations should be kept in confidence to avoid any embarrassment to the nominee.

Veteran Awards

After 5 years of registered service in the Boy Scouts of America, an adult may, upon application, receive the designation of “Veteran,” provided the person agrees to live up to the Scouting obligations; to keep local Scouting authorities in the community in which residing informed as to availability for service; and further, to be as active in the promotion of the cause of Scouting as circumstances and conditions permit. Service in Scouting organizations other than the Boy Scouts of America does not count toward veteran recognition.

The veteran award is an adult recognition. However, tenure earned as a youth may be included in the total number of years registered. An individual must currently be a registered member of the Boy Scouts of America in order to receive an award. The records of the national office and local council shall determine eligibility. The periods of service claimed for veteran recognition do not need to be continuous.

Veteran awards for less than 25 years of service are approved by the local council.
Awards for 25 years of service or more, must be approved by the BSA National office.

District Leadership and Commissioner's Awards

Similar to the unit leader training, leadership and service awards, there are training, leadership and service awards for Commissioners and District (Committee) Leadership.  Note that although the award is the same for multiple positions, there are different requirements for each position.

  • Scouter’s Training Awards - Roundtable Staff or District Committee Member
  • Scouter's Keys - Unit, Roundtable or District Commissioner or District Committee Member
  • Commissioner Award of Excellence in Unit Service - Any Commissioner
  • Distinguished Commissioner Service Award - Any Commissioner

Council Awards

In addition to the various National BSA training, leadership and service awards, listed above, the Columbia-Montour Council has instituted a variety of "Leader of the Year" awards as listed below to recognize Scouters in our council who have gone above and beyond in their service to youth in their local units.
